Since we elect Congress, Congress taxes and regulates us, and thus we (the majority of voters in a majority of gerrymandered districts) do it to ourselves. classic log-rolling, as the other Buchanan, Nobel Laureate (when that meant something) James, put it in, "The Calculus of Consent."
