Who owns the rain

This is interesting.  Western State laws and various “water authorities” claim to “own the rain” because they have “paid dearly” for water rights on creeks and rivers.

Read the article.  Therefore, it is illegal to “harvest” rain water in a cistern because supposedly someone else owns the water.

What’s next?  Air ownership?  This is as stupid as property contracts specifying that people who buy a plot don’t own anything below a certain depth.
