While I agree in principle here, I think that as a nation we need to be leading the way in developing technologies that will curb our dependence on oil.
We should be encouraging and actively funding research into alternative forms of energy such as fuel cell, hydrogen, and compressed air (yes, compressed air is a viable alternative; India is mass producing a compressed air vehicle).
What better way to but money back into the pockets of the average American than to reduce travel costs through innovative technologies. Reduced travel costs will result in increased spending for tourism and other goods, and has the wonderful side effect of taking money out of the pockets of the big oil producing nations of the Middle East.

I support using American know-how to work around the current deplorable situation, in which we fund Wahabbi fundementalism by sending our money to the House of Saud. Our dollar might stabilize in value, too, if we clould produce more of our own energy, assuming that Fed credit creation is tied to debt service through the ‘hidden tax’ of inflation, which is very possible. (I favor hard money – gold – but that is an issue for another day.)
The country that went from zero to nuclear in 3 1/2 years could use an energy Manhattan project today to resucitate our nuclear energy program, alongside development of other sources. the country that went from the drawing board to production of the P-51 Mustang in six weeks can surely do better than we are. No sense of urgency, primacy of process over product – symptoms of decline, not greatness.
